Summary: In re John F. Lillard III. Bar No. 197194. February 7, 2022. Disciplinary Counsel issued Lillard an informal admonition. While litigating claims against two corporations under the Racketeer Influenced and Corrupt Organizations Act, 18 U.S.C. § 1961, et seq., and the District of Columbia Consumer Protection Procedures Act, D.C. Code § 28-3901, et seq., on behalf of a proposed class of Annapolis, Maryland, water customers, Lillard failed to provide competent representation and serve clients with skill and care commensurate with that generally afforded to clients by other lawyers in similar matters. Lillard brought a motion for sanctions against the opposing party that the court found was without legal authority or basis and failed to present any reason to believe that the defendants’ actions were sanctionable or at all unprofessional, and he engaged in conduct that seriously interfered with the administration of justice. (Rules 1.1(a), 1.1(b), 3.1, and 8.4(d).)
