Summary: In a reciprocal matter from California, the D.C. Court of Appeals imposed identical reciprocal discipline and disbarred Adkins. In California, Adkins was found to have engaged in misconduct, including incompetence; failed to keep a client informed of the status of the representation; engaged in the unauthorized practice of law; refused to return a client file; refused to return an unearned fee; and failed to comply with prior disciplinary probation conditions.
