Summary: The Board on Professional Responsibility’s Ad Hoc Hearing Committee recommends that the D.C. Court of Appeals accept Cappell’s petition for negotiated discipline and suspend him for 90-days, with all but 30 days stayed, in favor of one year of probation with conditions, for violations of Rules 1.1(a), 1.1(b), 1.7(b) and 1.7(c) as well as Maryland Rules 1.1, 1.3, 1.7(a)(2) and 1.7(b)(4).
