Statute Drafting Workshop: D.C. Council Case Study

Description: Anyone who has ever had to seek a legislative solution to a client's problem or is involved in drafting statutes will benefit from this skills workshop. Using a hypothetical scenario, our faculty expert will walk you through the process of drafting legislation for consideration by the D.C. Council. You will learn how to approach the drafting process and how to frame the issues for it. The difference between legislating by act or resolution will be illustrated, and forms of bills and resolutions will be explained. Using hands-on exercises, our faculty will teach you about composition, stylistic considerations, and special rules for amending existing law.  You will learn about the components of a bill, drafting considerations, savings clauses, conforming amendments, and more. Course materials will include a legislative drafting manual. Although this class will focus on the local legislative process, the basic legislative drafting skills you will learn can be applied to other legislative venues.
