Leading practitioners and Internal Revenue Service officials discuss recently proposed changes to the procedures for obtaining competent authority assistance or an Advance Pricing Agreement. The changes reflect an increased focus by the IRS on the efficient development and resolution of transfer pricing and other cross-border cases.
