Part one, “The Informal Rule-Making Process,” will provide an overview of rule making under the Administrative Procedure Act.
Faculty includes Neil Eisner, assistant general counsel for regulation and enforcement at the United States Department of Transportation, and Jeffrey Lubbers, a professor at the American University Washington College of Law.
Part two, “Judicial Review of Agency Decision Making” on May 21, will address the scope of reviewability, including the finality and the presumption of reviewability; threshold defenses and standing; time of judicial review, including mootness, ripeness, and exhaustion; statutory construction and regulatory interpretation; scope of judicial review; and remedies.
Faculty includes David O. Bickart, partner at Kaye Scholer LLP; Jerrold J. Ganzfried, partner at Howrey LLP; and Theodore C. Hirt, assistant branch director of the Federal Programs Branch, Civil Division, at the United States Department of Justice.
The series takes place from 6 to 9:15 p.m. and is cosponsored by the D.C. Bar Administrative Law and Agency Practice Section; Arts, Entertainment, Media and Sports Law Section; Labor and Employment Law Section; and Real Estate, Housing and Land Use Section.
Both parts of the series will be held at the D.C. Bar Conference Center, 1250 H Street NW, B-1 level.
