- This back to basics program will provide an overview of the framework governing awards of administrative and litigation costs. Panelists Peter Farrel and Christy Vouri will discuss the process of how to seek costs at the administrative level and in a Tax Court proceeding, and we will highlight some of the pitfalls new practitioners may encounter. We will also explore what it means to be the prevailing party and when the Internal Revenue Service (IRS) is substantially justified. Finally we will review qualified offers and how they fit into this process.
