If a civil right to counsel were created, what would it look like? This program will focus specifically on implementation of a civil right to counsel system. How would it work? What clients and cases would be eligible, and for what level of services? Who would deliver those services? Who would make these determinations? What could be the role of courts, legal services organizations and the private bar? What have other jurisdictions tried, and what has been their experience?
