10.1—Initial Board Review of Criminal Convictions

 

In any proceeding under Section 10 of Rule XI based upon an attorney’s conviction of a serious crime, the Board shall institute formal proceedings to determine if the offense involves moral turpitude within the meaning of Section 11-2503(a) of the District of Columbia Code (1981). The Board shall initially review the matter to determine if the offense involves moral turpitude per se. Bar Counsel and respondent shall be requested to submit briefs on the moral turpitude issue, and the Board may, in its discretion, hear oral argument. If the Board determines that the crime of which respondent was convicted involves moral turpitude per se, it shall recommend to the Court that respondent be disbarred pursuant to D.C. Code Section 11-2503(a).
