If a proceeding is disposed of by dismissal, Bar Counsel shall promptly notify the complainant in writing and send a copy of the notification to respondent. If Bar Counsel is the complainant, respondent shall be notified in like fashion. The notification shall contain a statement of the reasons underlying the dismissal.
