All motions shall be heard either at the time of a prehearing conference pursuant to Rule 7.18 or at the time of the formal hearing. The Hearing Committee Chair or the Chair’s designee may dispense with or limit argument on any motion when the Chair or the designee finds that argument on such motion will not substantially assist in the resolution of the motion.
