Hearings shall conform to Rules 11.1 through 11.12 and post hearing procedures shall conform to Rule 12.1 and 12.2. Proceedings under this chapter shall be open to the public, except that the Board may, upon application and good cause shown and upon notice to the respondent and Bar Counsel and an opportunity to be heard, issue a protective order prohibiting the disclosure of confidential or privileged information concerning the complainant or any other person.
